Les différents secteurs géographiques de Combat et de l'AS couvrent tout le département, mais la Résistance est surtout active dans la partie méridionale ainsi qu'à Toulouse : c'est là que se trouvent les instances dirigeantes, non seulement départementales mais aussi régionales. En dépit d'un manque de moyens souvent déploré, toutes les formes d'action sont utilisées, depuis la propagande et les renseignements jusqu'aux sabotages et attentats, depuis la guérilla urbaine jusqu'à la formation et au développement des maquis. Tout ceci apparaît comme un signe de diversité et de dynamisme, mais cela peut être considéré aussi comme une source de faiblesses. La multiplicité des groupements entretient la division et la rivalité, ce dont profite l'occupant allemand, pour porter, surtout à la fin de 1943 et au début de 1944, des coups terribles à la Résistance. Signe de sa vitalité, elle s'en remet. De nouveaux dirigeants apparaissent et un mouvement progressif d'unification commence alors à se dessiner. Le Comité régional de libération n'a qu'une existence formelle, mais le commissaire de la République voit son rôle grandir. Initialement c'est une personnalité extérieure, le socialiste Edouard Depreux, qui est choisie par Alger pour occuper ce poste. Mais, à la demande de la Résistance locale, c'est finalement Jean Cassou qui est désigné : ancien membre du réseau Bertaux de 1941, il connaît bien les problèmes locaux, car il était jusque là inspecteur des MUR-MLN en zone Sud. Il est désormais chargé de préparer la Libération et l'après-Libération dans la région. Au niveau des organisations militaires, l'unification progresse : en avril-mai 1944, les cinq branches Action des MUR-MLN (AS, maquis, groupes-francs, Action ouvrière, Fer) fusionnent dans les CFL. Fin mai-début juin, ce sont toutes les forces militaires de la Résistance (CFL, FTP, ORA-CFP, CFMN, bataillon d'Armagnac, guérilleros...) qui sont regroupées dans les FFI. Serge Ravanel est, sur le plan régional, le chef CFL puis FFI. De plus, deux nouveaux envoyés du BCRA prennent leurs fonctions en mars et avril 1944 : un délégué militaire régional (DMR), Bernard Schlumberger, "Droite", est chargé d'assurer les liaisons entre les forces armées régionales et l'état-major de Londres et le nouveau chef du Service des atterrissages et parachutages (SAP), Henri Guillermin ("Pacha"), doit faciliter l'approvisionnement en armes de la Résistance régionale. A la veille du Débarquement, la Résistance paraît être en ordre de marche. Elle a adopté dans sa très grande majorité le programme du CNR, l'unité progresse et la Libération est préparée. Mais tous les problèmes ne sont pas résolus. Des groupements sont encore tenus à l'écart de l'unification, comme le mouvement Libérer et Fédérer, d'autres sont plus réticents et mettent des conditions. Les rivalités entre personnes, entre organisations, entre partis existent, mais la marche vers l'unité se poursuit.

Both Combat and the AS's geographical sectors covered the entire region R4, but the Resistance was still active in the South of the region as well as in Toulouse. There, the Resistance had not only departmental leaders but regional ones as well. In spite of appearances, the Resistance used every weapon in its arsenal and developed its strategy over time, beginning with propaganda and recruitment, then sabotage attacks and missions, followed by guerilla tactics, and finally culminating with the creation and development of the maquis. All this males it seem as if the Resistance was diverse and dynamic, but these characteristics were not necessarily good. Rather, they were a source of weakness. Because there were so many groups acting within the Resistance, rivalries and tensions arose, making it easy for the Germans to hit the Resistance hard in 1943 and 1944. But the Resistance recovered with new leaders and a plan to unify underway. The Comité Regional de Libération existed in name only, but the Commissioner for the République grew and took on more power. Initially, Edouard Depreux, a socialist, was chosen by the Resistance in Algeria for the role. But the local Resistance in France demanded to have one of their own and finally, Jean Cassou was given the job. He had been a member of Bertaux's Resistance network in 1941, and understood the local problems because he had served as the Inspector for the MUR-MLN in the South Zone. He was responsible for preparing the region for the Liberation and its aftermath. Within the military organizations, the unification continued to progress. In April and May, 1944, the five military branches of MUR-MLN (AS, Maquis, Groupes-Francs, Action Ouvrière and Fer) came together to form the CFL. In the beginning of June, all of the Resistance's military forces (CFL, FTP, ORA-CFP, CFMN, Armagnac's battalion, and the guérilleros) were joined under the FFI. Serge Ravanel, at the regional level, was the head of the CFL and then the FFI. In addition, two new members from BCRA arrived in March and April of 1944 to help run the new operation: a DMR, Bernard Schlumberger («Droite») was in charge of communications between the region's military forces and the Etat-Major in London, and the new head of SAP (Parachuting Service), Henri Guillermin («Pacha»), was tasked with supplying the local Resistance with weapons. On the eve of the Allied Landing, the Resistance appeared ready for battle. With the CNR, the Resistance was finally united and the fight for France's liberation was organized. But not all of the Resistance's problems had been solved. There were still Resistance groups who refused to join the new unified movement, like Libérer and Fédérer, and there were others who would only agree to join under certain conditions. Rivalries and tensions still existed between individuals, organizations, and parties, but the Resistance remained strong and unity was within its grasp.
