Serge Ravanel recalls how the Spanish guerilleros were integrated in the FFI in region R4, and remembers how courageous these men were.

Les Forces françaises de l’intérieur (FFI) sont créées le 29 décembre 1943 : un accord est signé Pierre Dejussieu, « Pontcarral », pour l’Armée secrète (AS), par le colonel Beaufils, « Latour », au nom des Francs-tireurs et partisans français (FTPF) et par Louis-Eugène Mangin pour le Comité français de la Libération nationale. Le but est d’unifier les commandements au niveau départemental, régional et national, les unités conservant leur indépendance. Le 26 février 1944, l’Organisation de Résistance de l’Armée (ORA) est intégrée aux FFI. En fait, il faudra du temps pour les mettre en place, en particulier, dans la région R4. Serge Ravanel ("Verdun", "Hexagone", "Brotteaux") est chargé tardivement de cette mission. Une lettre de Malleret ("Joinville") du 17 mai 1944 fait de lui le " représentant désigné des FFI pour la région de Toulouse, titre (qu'il) cumule avec celui de chef régional CFL ". Un peu plus tard, le 6 juin 1944, un télégramme du général Koenig, adressé à " Hexagone ", confirme cette nomination. Reste à la faire accepter. Or, Pommiès, le chef du Corps Franc, la conteste, car Londres, interrogé, nie toute désignation concernant..."Verdun". Mais c'est une réponse normale, puisque c'est sous le nom d' " Hexagone ", autre pseudonyme de Serge Ravanel, que celle-ci a été faite. La situation est en fait très complexe. La création des FFI suppose une bonne coordination entre des groupements qui se sont développés séparément, et qui sont différents pour tout ce qui touche l'action et les objectifs. Il faut surmonter les particularismes, les différences d'orientation et de stratégie, le climat de méfiance ou de rivalité qui a pu exister jusque-là. A cela s'ajoutent des oppositions de personnes et des rivalités de pouvoir. Cependant, petit à petit, les choses avancent. Comme l’explique Ravanel, il a fallu " convaincre (plutôt que) de donner des ordres ". Aux CFL viennent se joindre, sans trop de difficultés, les FTPF, les guérilleros, le bataillon de l'Armagnac (groupe Parisot du Gers). Avec l'ORA, un accord définitif est signé fin juillet-début août, mais... Pommiès ne l'accepte pas. Il refuse toute mission autre que militaire et, ayant l'impression d'être mis devant le fait accompli, il préfère démissionner de son poste de chef régional ORA... sans pour autant rompre les ponts avec le commandement FFI. Les relations n'en restent pas moins difficiles. C'est aussi le cas du CFMN. Situé dans la Montagne noire aux limites des régions R4 et R3, celui-ci constitue une force bien équipée mais vulnérable, autonome, et qui refuse " d'appliquer la tactique préconisée de la guérilla ". Aux dires de Ravanel c'est la seule formation à avoir vraiment " refusé l'intégration dans les FFI " en R4. A la veille de la Libération on peut dire qu'il existe bien une force FFI en R4, notamment en Haute-Garonne. On a évalué à 7 342 le nombre des AS-CFL dans ce département, à 2 730 celui de l'ORA et à seulement 1 484 celui des FTPF. Ce sont des chiffres sans doute partiels, mais des ordres de grandeur tout de même. Le chef de l'AS et des CFL, Jean-Pierre Vernant, est devenu le chef départemental FFI. Il dispose d'un état-major où sont représentés, tout à la fois, les CFL (avec Jean Miailhe), les FTPF (avec "Le Mineur") et l'ORA (avec le commandant Dubié). Au niveau régional, Ravanel est en principe à la tête d'une force totale de 43 648 FFI (dont 15 933 FTPF, concentrés surtout dans le Lot et en Ariège, 14 254 AS-CFL et 9 402 ORA). Dans son état-major on trouve des représentants de l'AS-CFL avec Cartier-Bresson (" Vincent "), des FTP avec Delcamp (" Greno "), de l'ORA avec de Bermond de Vaulx (" Graves "). Des liaisons existent avec le Corps Franc Pommiès grâce à Sarrazin (" Tavernier "), avec le bataillon de l'Armagnac (groupe Parisot), avec les guérilleros et avec les groupes Veny qui sont présents surtout dans le Lot. Le bilan n'en reste pas moins nuancé et contrasté. La situation des groupements FFI est très inégale. L'afflux des volontaires dans les maquis, après le 6 juin, accentue les problèmes de formation, d'encadrement et d'armement. Malgré des demandes incessantes, les moyens envoyés par Londres et Alger restent insuffisants. Quant à la réalité de l'unification ou, plus simplement, de la coordination entre les groupements, elle est encore pour le moins incertaine, si on en croit ce qu'écrit le responsable régional SAP, Henri Guillermin (" Pacha "), dans son courrier du 2 août adressé au BCRA : " Les FFI n'existent que sur le papier. La fusion n'est pas faite, et tout laisse prévoir qu'elle sera longue à réaliser. " Il parle même de l'existence de " rancunes et (de) haines locales " qui ne peuvent que retarder le mouvement.

Brief Description of the General Organization of the French Interieur Forces    

The French Interieur Forces (FFI) were created on December 29 1943: the agreement was signed by Pierre Dejussieu « Pontcarral » of the Armée secrète (AS); by Colonel Beaufils « Latour » of the Francs-tireurs et partisans français (FTPF); and by Louis-Eugène Mangin of the Comité français de la Libération nationale (CFLN). The goal was to unify the organizations on the departmental, regional and national levels, with individual units retaining their independence. On February 26 1944, the Organisation de Résistance de l'Armée (ORA) was integrated with the FFI. In fact, it would take time for the groups to work together, especially in the R4 military region in the south of France. Serge Ravanel (« Verdun », « Hexagone », « Brotteaux ») was later charged with this mission of unifying and organizing the various groups. A letter from Malleret « Joinville » dated May 17 1944 created him « the representative designated by the FFI for the Toulouse region, the title which he will hold along with his title as regional head of the Corps Francs de la Liberation [CFL] ». A little later, on June 6 1944, a telegram from General Koenig addressed to « Hexagone » confirmed this nomination. Ravanel accepted this position. However, Pommiès (head of a Corps Franc unit) contested Ravanel's appointment because when he communicated with London, they denied any confirmation of... « Verdun ». But this was not surprising, because the leaders arranged the appointment for « Hexagone », another one of Serge Ravanel's aliases. The situation was, in fact, very complicated. The creation of the FFI was supposed to be a sign of coordination between the various groups that had developed separately and differed in everything from tactics to end objectives. All these problems, and more, needed to be overcome: the differences in beliefs and strategies; the climate of distrust; and the rivalries between groups that had existed up until this point. Added to all of this were personal motivations and quests for power. Little by little, however, things began to progress. As Ravanel explained, it was necessary « to convince rather than to give orders ». The CFL came to join, without too much difficulty, the FTPF, the guerilla units and the Armagnac battalion (part of the group led by Parisot in Gers). A definitive agreement with the ORA was signed between the end of July and the beginning of August but...Pommiès did not accept it. He would accept no other assignment than that of an active soldier and, feeling as if he was an afterthought, he preferred to leave his post as regional head of the ORA...without severing ties with the FFI leadership. The relationships between the remaining groups were no less difficult. There was also the case of the Corps Franc de la Montagne noire. Situated in the Black Mountain range just inside the limits of the R3 and R4 regions, it was a well-equipped and autonomous but vulnerable force, which refused « to apply guerilla tactics ». According to Ravanel it was the only group that truly « refused to integrate into the FFI » in R4. On the eve of the liberation there existed a strong FFI force in R4, notably in Haute-Garonne. It's estimated the AS-CFL numbered 7,342 in the department, alongside 2,730 members of the ORA and only 1,484 in the FTPF. The validity of these numbers is questionable, but the rankings of the groups' forces are most likely correct. The head of the AS and CFL, Jean-Pierre Vernant, became the head of the departement for the FFI. He was the military leader of a department where many other groups had representatives: Jean Miailhe of the CFL, « Le Mineur » of the FTPF and Major Dubie of ORA. At the regional level, Ravanel was the nominal head of a force totaling 43,648 FFI agents (of which 15,933 were FTPF concentrated in Lot and Ariège; 14,254 were AS-CFL; and 9,402 were ORA). In his region one could find representatives of the AS-CFL in the form of Cartier-Bresson « Vincent »; the FTP in the form of Delcamp « Greno »; and ORA in the form of Bermond de Vaulx « Graves ». Connections existed between the Corps Franc's Pommiès and the Armagnac battalion (the Parisot group), the guerilla fighters and the Veny groups that were especially present in the Lot, all thanks to Sarrazin « Tavernier ». The results were no less nuanced and complicated. The situation of the FFI groups was extremely varied. The influx of volunteers in the hidden active resistance groups, after June 6, accentuated the problems of training, arming and securing their territory. Despite incessant demands, the resources sent by London and Algiers remained insufficient. Regarding the reality of unification or more simply, coordination between the groups, it continued to be at least uncertain if the FFI would succeed, if we can believe what Henri Guillermin « Pacha » (the regional leader for the Section des Atterrissages et des Parachutages) wrote in a letter to the Bureau central de renseignement et d'action in London on August 2: « The FFI only exists on paper. The integration of the groups hasn't happened; everything indicates it will be a long time before this unification will be realized ». He even spoke of the existence of « local grudges and hatreds » which could only stall the movement.
